Due to the temporary suspension of funding for Rural Development loans, PHH will not purchase loans that are “Subject to the availability of commitment authority.” If a loan has been submitted with a Conditional Commitment that was “Subject to availability of commitment authority,” the seller must provide evidence from the Electronic Customer File (ECF) system that the file has been advanced to “Obligate Application.”
